Commercial operation occurs when a resource has begun to generate electricity for sale. It is one of the many major milestones being monitored on the critical path schedule (CPS). Beginning commercial operation is one step toward achieving Forward Capacity Market (FCM) commercial operation, but it is not the same thing. (Refer to Open-Access Transmission Tariff (OATT) Schedule 22, Large Generator Interconnection Procedures; OATT Schedule 23, Small Generator Interconnection Procedures; OATT Schedule 25, Elective Transmission Upgrade Interconnection Procedures; and Market Rule 1, Section III.13.1.1.2.2.2, Critical Path Schedule.)
The 快活app官网 determines that a resource has achieved FCM commercial operation when the resource has accomplished both of the following:
A resource may achieve partial FCM commercial operation when all CPS milestones have been achieved but the audit value is less than the resource’s monitored capacity rating. The lead market participant can request a declaration of partial FCM commercial operation via an Ask 快活app官网 case.
Use the Forward Capacity Tracking System (FCTS) to check the status of a resource on CPS monitoring. Approved audit results are applied to the project incrementally. Check the Monitored CPS tab for a breakdown of commercial and noncommercial capacity.
After a resource (or a portion thereof) has achieved FCM commercial operation, the financial assurance associated with the commercial capacity will be returned.
