The capacity network resource capability (CNRC) value applies to all generating capacity resources. Import capacity resources associated with an external elective transmission upgrade should see Capacity Network Import Capability (CNIC) Outcomes.

CNRC Value and Determinants
The CNRC is generally determined by the capacity supply obligation (CSO) obtained in a Forward Capacity Auction (FCA) or through a subsequent reconfiguration auction or CSO bilateral period. Because new resources and new incremental portions of existing resources have not yet obtained a CSO, in lieu of a CNRC for these resources, the 快活app官网 uses a temporary value called the potential capacity network resource capability (PCNRC). This PCNRC converts to a CNRC, as described below, once a CSO is obtained.
New Resources
- FCA: A new resource that obtains a CSO receives a CNRC of equal value. This CNRC is effective from the capacity commitment period (CCP) start date.
- Reconfiguration auction: A new resource that has a potential capacity network resource capability and obtains a CSO through an annual reconfiguration auction receives a CNRC of equal value. This CNRC is effective from the corresponding CCP start date.
Existing Resources with New Incremental Portion
- FCA: An existing resource that obtains a CSO for a new increment receives a CNRC of equal value plus the existing CNRC. This CNRC is effective from the CCP start date.
- Reconfiguration auction: An existing resource that uses a PCNRC to obtain a CSO for a new increment receives a CNRC equal to the annual reconfiguration auction CSO plus its existing CNRC. This new CNRC would be effective from the reconfiguration auction's corresponding CCP start date.
All Existing Resources
- Retirement de-list bids, or permanent de-list bids: An existing resource with a cleared retirement or permanent de-list bid would have its existing CNRC value reduced, effective from the start date of the corresponding CCP. - Termination: An existing resource terminated from the market or subject to a three-year-nonoperational retirement would have its existing CNRC value reduced to reflect the termination or retirement effective immediately.
Potential Capacity Network Resource Capability
In lieu of a CNRC, a PCNRC is used for the qualification of new resources in reconfiguration auctions and bilateral periods for a prior commitment period. For those reconfiguration auctions, new resources that clear the FCA—and those that don’t clear, but choose to elect critical path schedule (CPS) monitoring—are awarded a summer/winter PCNRC equal to their summer/winter CNRC under the following conditions:
- The new project is FCM commercial or seeking to achieve all its CPS milestones by the start date of the relevant commitment period of the reconfiguration auction.
- The addition of the new project does not have any adverse impact on the transmission system effective on that start date.
