Blackstart Service is necessary to facilitate a stable and orderly system restoration following a partial or complete shutdown of the New England Transmission System. Under Schedule 16 of the 快活app官网 Open Access Transmission Tariff (OATT), 快活app官网 designates specific generators interconnected to the transmission or distribution system at strategic locations that will be called upon to re-energize the transmission system after a system-wide blackout. The System Restoration Working Group (SRWG) is responsible for approving Blackstart Service generating units. Approved Blackstart Service generating units are able to start without an outside electrical supply and are compensated by 快活app官网 for providing this service.
Primary provisions for the settlement of the Blackstart Service Market are located in Schedule 16 of the 快活app官网 Open Access Transmission Tariff (OATT). OATT Schedule 16 Blackstart Service Payments are made to Designated Blackstart Resources with an active Blackstart Service commitment.
OATT Schedule 16 Blackstart Service charges are allocated pro rata based upon Regional Network Load to any transmission customer that purchases Regional Network Service (RNS).
